The uploads go out every day — but the search side of that same system is law-enforcement-only, and NCIC, the real stolen-article file, is police-only too. The shop feeds the machine daily and can never ask it anything. So when a detective calls, everything the clerk did at intake lives in memory and habit: which registry got checked, when, for which serial on which ticket.
This is the whole chain, in order. There is no step after the signature and no way to skip to it.
The clerk copies the serial the way they already do. Nothing new to type, nothing new to learn, no change to how an item is taken in.
Every registry a shop can lawfully ask gets asked at once — the public bike index, the device registries, the watch register.
NCIC and the upload service's search side are police-only. Those lines print POLICE-ONLY — NOT CHECKABLE, in ink, on every receipt.
Certificate numbers and timestamps land against the ticket number, in the book with the ticket, before anyone has asked for them.
Who the receipt is shown to is a human decision. The machine files; it never speaks to law enforcement on the shop's behalf.
Every workflow gets something wrong eventually. Here is where this one does, so you can decide whether you can live with it. We would rather print ours than have you discover it.
That line prints NOT REACHED with the time. It never prints a result it did not get, and it never retries its way into a claim.
A filed-off or re-stamped serial queries the surfaces clean and comes back empty. The receipt proves what was asked and when — it cannot see what an engraver did.
Phase one runs the free public surfaces. The credentialed device and watch registries wait on the shop's own accounts — until then those lines print NOT FITTED, not a guess.
Not stolen. Clean. Authentic. The page refuses all three, because the systems that could support them are police-only. That refusal is what makes it worth handing to a detective.
